Start with the simple checks
On a one-pipe radiator, the supply valve should normally be fully open or fully closed. The radiator should pitch slightly toward that valve. Do not raise pressure to force heat through the building; most residential steam systems were designed to heat on very low pressure.
When the problem is near the boiler
Incorrect near-boiler piping can carry water into the steam mains. Header arrangement, equalizer, boiler-water condition, main pitch, vents, returns, and drips should be evaluated as one system. Replacing one vent without confirming the cause can leave the hammer unchanged.
